Citizens are considered most vulnerable when they are old, unemployed or sick. Therefore, in systems of socialist, welfare countries, the onus lies on the government to protect their citizens.<\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p><strong>India\u2019s obligations as a welfare state<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>India, in its\u00a0<a href=\"https:\/\/legislative.gov.in\/sites\/default\/files\/COI.pdf\" target=\"_blank\" rel=\"noopener\">Constitution<\/a>, boasts of being a \u201cSovereign, Socialist, Secular, Democratic, Republic.\u201d The Directive Principles of State Policy signify that the drafters of the Constitution meant for India to evolve into a welfare state &#8211; one where citizens live a comfortable life. Hence, it is the responsibility of the Indian government to ensure that citizens have material provisions which can constitute a good life. These provisions allow for citizens to have basic human rights and dignity in their existence.<\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>It is commonly known that social inequalities cause health inequities. Some social factors that cause health inequities can be societal class, economic class or wealth, influence, power and access to material resources. However, proper policies, if implemented as directed, can ensure that the gap in health inequities are\u00a0<a href=\"https:\/\/www.oxfordbibliographies.com\/view\/document\/obo-9780199756797\/obo-9780199756797-0178.xml\" target=\"_blank\" rel=\"noopener\">bridged<\/a><a href=\"https:\/\/www.strikingly.com\/s\/blog_posts\/18784318\/edit?new-editor=1\" target=\"_blank\" rel=\"noopener\">.<\/a>\u00a0<span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-4); color: var(--ast-global-color-3);\">Article 47 of the\u00a0<\/span><a style=\"font-style: inherit; font-weight: inherit;\" href=\"https:\/\/legislative.gov.in\/sites\/default\/files\/COI.pdf\" target=\"_blank\" rel=\"noopener\">Indian Constitution<\/a><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-4); color: var(--ast-global-color-3);\">\u00a0guarantees the Right to Health to all citizens and the Supreme Court has, throughout history, expanded Article 21to include the Right to Health under the Right to Life and Liberty. However, India has continually failed to ensure the provision of good health infrastructure to all its citizens. Out of the two\u00a0<\/span><a style=\"font-style: inherit; font-weight: inherit;\" href=\"https:\/\/casi.sas.upenn.edu\/sites\/default\/files\/bio\/uploads\/Social_Protection_India_Review.pdf\" target=\"_blank\" rel=\"noopener\">integrants<\/a><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-4); color: var(--ast-global-color-3);\">\u00a0of social welfare &#8211; basic public goods (and services) and social protection, India has focused on the social protection policies in contrast to clean water, sanitation, primary education and public health.<\/span><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-4); color: var(--ast-global-color-3);\">\u00a0<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p><strong>Challenges to health security<\/strong>\u00a0<\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>The Indian health infrastructure currently faces multiple\u00a0<a href=\"https:\/\/www.vifindia.org\/sites\/default\/files\/health-infrastructure-in-india-critical-analysis-of-policy-gaps-in-the-indian-healthcare-delivery.pdf\" target=\"_blank\" rel=\"noopener\">problems<\/a>. The biggest issue is that private players are continuously entering the healthcare sector at the cost of the public players. Private hospitals attract skilled doctors and allow for privileged sections of society to consult them and get treated if they can afford the adroit medical professionals. This leaves less-skilled doctors in the public hospitals and allows for discrimination of citizens on a social and economic basis. It is a constant struggle between high costs and low quality of care for people in India seeking medical help. Government healthcare infrastructure is spread thin due to lack of budget, poor allocation of resources and a lack of regulation and monitoring. India has 1 bed per 1000 people whereas the global average is\u00a0<a href=\"https:\/\/prsindia.org\/budgets\/parliament\/demand-for-grants-2021-22-analysis-health-and-family-welfare\" target=\"_blank\" rel=\"noopener\">2.9 beds<\/a><a href=\"https:\/\/www.strikingly.com\/s\/blog_posts\/18784318\/edit?new-editor=1\" target=\"_blank\" rel=\"noopener\">.<\/a><\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>Besides the physical infrastructure, the\u00a0<a href=\"https:\/\/ijlpp.com\/health-infrastructure-a-critical-analysis-of-public-policy-gaps\/\" target=\"_blank\" rel=\"noopener\">human health resources<\/a>\u00a0i.e. Medical professionals, in India, also<a href=\"https:\/\/theprint.in\/health\/1-doctor-for-1511-people-1-nurse-for-670-covid-exposes-indias-healthcare-fault-lines\/602784\/\" target=\"_blank\" rel=\"noopener\">\u00a0fall short<\/a>\u00a0of the recommended WHO guidelines. The WHO recommends that nations have a doctor to patient ratio of 1:1000 and anurse to patient ratio of 1:300. In India, one (allopathic) doctor caters to approximately 1511 patients and one nurse tends to around 670 people.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>Some other issues in the provision of healthcare facilities include the lack of awareness among Indian citizens regarding their own health and their tendency to distrust medical professionals. Most women in rural India also lack the autonomy to make medical decisions which obstructs them from getting timely intervention regarding their health.<\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>The rural and urban divide too, is a major contributing factor to the poor health security in India and physical access to healthcare facilities is also a\u00a0<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6166510\/#ref21\" target=\"_blank\" rel=\"noopener\">barrier<\/a>\u00a0to public health security.<\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>A country home to approximately\u00a0<a href=\"https:\/\/theprint.in\/health\/1-doctor-for-1511-people-1-nurse-for-670-covid-exposes-indias-healthcare-fault-lines\/602784\/\" target=\"_blank\" rel=\"noopener\">138 crore<\/a>\u00a0people, India spends less than 2% of its GDP on healthcare for its citizens \u2014 this is among the lowest in the world. Out of that 2%, most of the finances are spent paying for the employees on the state&#8217;s payroll. Very few state finances actually go towards health programs that allow the government to pay for medical procedures undertaken by the citizens. The out of pocket expenditure (<a href=\"https:\/\/www.thehindu.com\/opinion\/lead\/the-fault-line-of-poor-health-infrastructure\/article34608820.ece\" target=\"_blank\" rel=\"noopener\">OOPE<\/a>) for healthcare in India amounts to\u00a0<a href=\"https:\/\/bmchealthservres.biomedcentral.com\/articles\/10.1186\/s12913-020-05692-7#:~:text=In%20India%2C%20Out%2Dof%2D,%2Dof%2Dpocket%20health%20expenditures.\" target=\"_blank\" rel=\"noopener\">62.6<\/a>% of the total health expenditure. This is one of the highest in the world and places India just below\u00a0<a href=\"https:\/\/data.worldbank.org\/indicator\/SH.XPD.OOPC.CH.ZS?locations=IN&amp;most_recent_value_desc=true\" target=\"_blank\" rel=\"noopener\">Sudan<\/a>\u00a0in OOPE.<\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p><strong>India may be on the right path<\/strong>\u00a0<\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>In 2021, the budget for the healthcare infrastructure was increased; however, in light of the pandemic,\u00a0<a href=\"https:\/\/data.worldbank.org\/indicator\/SH.XPD.OOPC.CH.ZS?locations=IN&amp;most_recent_value_desc=true\" target=\"_blank\" rel=\"noopener\">experts<\/a>\u00a0say that it is too little too late. The government also promised to\u00a0<a href=\"https:\/\/data.worldbank.org\/indicator\/SH.XPD.OOPC.CH.ZS?locations=IN&amp;most_recent_value_desc=true\" target=\"_blank\" rel=\"noopener\">boost<\/a>\u00a0the primary healthcare infrastructure and add 1.5 lakh health and wellness centres by 2022.<\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>However, the progress on these promises remains to be seen. Multiple health care schemes under the\u00a0<a href=\"https:\/\/prsindia.org\/budgets\/parliament\/demand-for-grants-2021-22-analysis-health-and-family-welfare\" target=\"_blank\" rel=\"noopener\">Ayushman Bharat programme<\/a>\u00a0were also released like the Rashtriya Swasthya Bima Yojana (RSBY) which is aimed at providing insurance for secondary and tertiary healthcare and the Senior Citizen Health Insurance Scheme and while the Economic Survey 2020-21 stated that these schemes enhanced insurance coverage, India needs to implement more policies to ensure that the strain of health expenditures on the citizens pocket is reduced.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8d648c6 elementor-widget elementor-widget-image\" data-id=\"8d648c6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"577\" src=\"https:\/\/diinsiderlife.com\/wp-content\/uploads\/2022\/07\/195638_316659-1024x577.webp\" class=\"attachment-large size-large wp-image-2156\" alt=\"\" srcset=\"https:\/\/diinsiderlife.com\/wp-content\/uploads\/2022\/07\/195638_316659-1024x577.webp 1024w, https:\/\/diinsiderlife.com\/wp-content\/uploads\/2022\/07\/195638_316659-300x169.webp 300w, https:\/\/diinsiderlife.com\/wp-content\/uploads\/2022\/07\/195638_316659-768x433.webp 768w, https:\/\/diinsiderlife.com\/wp-content\/uploads\/2022\/07\/195638_316659.webp 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3e2dc19 elementor-widget elementor-widget-text-editor\" data-id=\"3e2dc19\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"s-block-item s-repeatable-item s-block-sortable-item s-blog-post-section blog-section\">\n<div class=\"container\">\n<div class=\"sixteen columns\">\n<div class=\"s-blog-section-inner\">\n<div class=\"s-component s-text\">\n<div class=\"\">\n<div class=\"s-component-content s-font-body\">\n<p>The COVID-19 pandemic not only drew back the curtain on the existing disparities in the healthcare infrastructure but also exacerbated the societal wedge in access to healthcare. The second wave\u00a0<a href=\"https:\/\/www.livemint.com\/news\/india\/how-covid-19-pandemic-exposed-india-s-chronic-underinvestment-in-healthcare-11597670943972.html\" target=\"_blank\" rel=\"noopener\">overwhelmed<\/a>\u00a0the medical staff and took the lives of many skilled medical workers. On the other hand, citizens were left gasping for breath amid a shortage of oxygen cylinders and hospital beds.
