Caretakers caught wind of drilling operations in Masungi Georeserve \u2014 casting a light on growing tension between nature conservation and clean energy development.<\/p>\n<p><span style=\"font-weight: 400;\">\u201cCases of unjust transition are underrepresented in global platforms like COP28. We were one of the few groups that talked about these,\u201d shared Billie Dumaliang, Trustee and Advocacy Officer of Masungi Georeserve Foundation. <\/span><\/p>\n<p><\/p>\n<p><\/p>\n<h2 class=\"wp-block-heading\">The Case of Masungi Georeserve<\/h2>\n<p><\/p>\n<p><\/p>\n<p>In late 2023, drones that caretakers use to scout the Masungi area sighted four drilling rigs for a wind farm project. A banner nearby reads \u201cRizal Wind Energy Corp.\u201d pointing to the company involved.\u00a0RWEC is owned by Vena Energy, a Singapore-based renewable energy developer with projects across the Asia-Pacific region.\u00a0<\/p>\n<p><\/p>\n<p><\/p>\n<p>The Asia-Pacific lags behind in renewable electricity adoption, with only <a href=\"https:\/\/www.engieimpact.com\/insights\/renewable-energy-opportunities\">16% utilization on average<\/a> compared to Europe with 81% and the Americas with 59%.\u00a0The Philippines itself has only eight large-scale wind farms, highlighting the need for expansion.\u00a0As the country targets <a href=\"https:\/\/energytracker.asia\/renewable-energy-in-the-philippines-current-state-and-future-roadmap\/\">15.3 GW of renewable energy capacity<\/a> by 2030 and gas reserves supplying 30% of energy to Luzon are <a href=\"https:\/\/www.trade.gov\/market-intelligence\/philippines-energy-market\">predicted to deplete by 2024<\/a>, the urgency for diversified energy sources becomes an imperative.\u00a0<\/p>\n<p><\/p>\n<p><\/p>\n<p>Masungi Georeserve discovered that the company is now in the \u201c<a href=\"https:\/\/www.instagram.com\/p\/C3kJnMkJ_Lf\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==\">advanced pre-development stage<\/a>\u201d to build 12 wind turbines in the area. Masungi is a conservation area spanning over 3,000 hectares of reforested land and karst terrain \u2014 one of the largest in the country. It is also a national park and wildlife sanctuary as recognized by Presidential Proclamation 1636.<\/p>\n<p><\/p>\n<p><\/p>\n<p><\/p>\n<p><\/p>\n<p><\/p>\n<p>RWEC reportedly secured permits and clearances from various governing bodies in the four years it had been developing the project.\u00a0&#8220;Vena Energy ensures that in every project, it adheres to all government regulations and mandatory testing and compliance,&#8221; they said in a statement.<\/p>\n<p><\/p>\n<p><\/p>\n<p>While renewable energy projects can be conducted in protected areas with the proper permits and protocols, John Leo Algo said this shouldn&#8217;t be the norm. Algo is the National Coordinator of Aksyon Klima Pilipinas, the largest civil society network for climate action in the Philippines.<\/p>\n<p><\/p>\n<p><\/p>\n<p>\u201cIf more projects are allowed in them [protected areas and conservation efforts], it would increase the risk of more harm being done not just to the local flora and fauna, but also to any nearby communities that depend on the resulting ecosystem services for their livelihoods, cultures, and lifestyles,\u201d he told Diinsider Life.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Masungi Georeserve caretakers\u2014who have a broad network of partner communities and a good grasp of the wind farm\u2019s biodiversity impacts\u2014were kept in the dark.<\/p>\n<p><\/p>\n<p><\/p>\n<p>\u201cNo one reached out to us about this for about five years until we finally saw them drilling via our drones.\u201d said Dumaliang.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Masungi Georeserve is home to <a href=\"https:\/\/interaksyon.philstar.com\/hobbies-interests\/2023\/02\/28\/244294\/ark-of-biodiversity-rundown-species-of-animals-living-in-masungi-georeserve\/\">more than 500 species<\/a> of flora and fauna, many of which are birds and bats endangered and endemic to the Philippines.\u00a0Wind turbines have a reputation for disrupting the migratory patterns of birds and obstructing the passage of bats through wind blade collisions. The construction of wind farms also requires extensive road networks, which can encroach upon their natural habitats.<\/p>\n<p><\/p>\n<p><\/p>\n<p>The georeserve is more than a sanctuary for countless species \u2014 it plays a vital role in carbon sequestration and water purification, contributing to ecological stability and <a title=\"climate change mitigation\" href=\"https:\/\/diinsiderlife.com\/index.php\/2020\/01\/08\/climate-crisis-into-a-new-decade-are-we-doing-enough\/\">climate change mitigation<\/a>.<\/p>\n<p><\/p>\n<p><\/p>\n<p>&#8220;Any harm inflicted on this area can lead to impacts such as a reduced capacity to remove carbon dioxide from the atmosphere, which is important to climate change mitigation, just like reduced emissions from building a wind energy power plant,&#8221; Algo shared.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Masungi Georeserve was practically inhospitable two decades ago. Illegal logging, slash-and-burn farming, quarrying, and land-grabbing activities exacerbated by state corruption heavily degraded the area. It took years of collaborative reforestation to make it the lush forest that it is now.\u00a0<\/p>\n<p><\/p>\n<p><\/p>\n<p>\u201cMany people act like nature is that easy to replace or restore, when the fact is ecosystem degradation takes a long time to be reversed,\u201d Algo said.\u00a0<\/p>\n<p><\/p>\n<p><\/p>\n<p>Conservation entails long-term stewardship and the encroaching threat of wind farm development undermines strides made by local conservationists thus far. SDG 15 Life on Land, focused on ecosystem and biodiversity preservation already shows <a href=\"https:\/\/www.sustainability.com\/globalassets\/sustainability.com\/thinking\/pdfs\/globescan-sustainability-sdgs-survey-2019.pdf\">the least progress<\/a> among the Goals as it is.<\/p>\n<p>\u201cInstead of sustainable development actions working together, you have sustainable development actions cancelling each other out. This can&#8217;t be right for global sustainable development and progress,\u201d Dumaliang shared.<\/p>\n<p><\/p>\n<p><\/p>\n<h2 class=\"wp-block-heading\">A Broader Perspective: Is it a Trend?<\/h2>\n<p><\/p>\n<p><\/p>\n<p>The wind farm threat in Masungi Georeserve mirrors similar cases worldwide, underscoring a recurring issue in renewable energy development.\u00a0<\/p>\n<p><\/p>\n<p><\/p>\n<p>\u201cMany people have this mindset that development must come at the expense of the environment\u2026 Whether we look at the Philippines or the entire world, it is clear that the general trend is that our natural environment is being overlooked in the name of progress,\u201d Algo stated.<\/p>\n<p><\/p>\n<p><\/p>\n<p>In Hawaii, community members and clean energy advocates vehemently <a title=\"\" href=\"https:\/\/www.civilbeat.org\/2020\/03\/include-the-community-as-partners-in-energy-projects\/\">opposed the Na Pua Makani wind project<\/a> for over a decade, citing environmental and social injustices.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Local regulatory practices, such as greenlighting contracts prior to completing environmental reviews or holding public hearings, stifled meaningful public participation. This flawed system focused on legal procedures couldn\u2019t be further from the fair, just, and transparent decision-making processes that <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0301421522001471\">residents sought to have<\/a>, undermining community trust.<\/p>\n<p><\/p>\n<p><\/p>\n<p>One resident likened the lack of community involvement to an unwelcome stranger entering their home, \u201cWhy bother to ask permission to come into the house, if you&#8217;re going to barge in regardless of how anyone answers?\u201d<\/p>\n<p>Another case is in Norway. Dozens of protestors, including climate activist Greta Thunberg, rallied against the construction of\u00a0<a style=\"font-style: inherit; font-weight: inherit;\" href=\"https:\/\/edition.cnn.com\/2023\/03\/01\/europe\/greta-thunberg-wind-farm-norway-sami-climate-intl\/index.html\">wind farms on S\u00e1mi reindeer grazing grounds<\/a>.<\/p>\n<p><\/p>\n<p><\/p>\n<p>The farms comprise 151 turbines, encroaching upon ancestral lands critical to the S\u00e1mi people&#8217;s tradition of reindeer herding. Not only does it have a detrimental impact on grazing lands, it affects reindeer wellbeing, as well.\u00a0<\/p>\n<p><\/p>\n<p><\/p>\n<p>Norway&#8217;s Supreme Court invalidated the wind farm permits due to infringement upon protected S\u00e1mi cultural rights. However, the turbines continue to operate to this day, prolonging the struggle for indigenous land rights and environmental justice.<\/p>\n<p><\/p>\n<p><\/p>\n<p>In the Philippines, just 517 kilometers away from Masungi Georeserve, locals protested against a <a href=\"https:\/\/www.rappler.com\/nation\/visayas\/villagers-protest-planned-wind-farm-expansion-project-aklan-january-31-2024\/\">14-megawatt wind farm expansion near Nabaoy River<\/a>. Both of them will impact protected areas and wildlife sanctuaries, if implemented,\u201d Algo shared.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Environmental and wildlife impacts emerge as a <a title=\"top concern for communities\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0301421522001471#sec3\">top concern for communities<\/a> with a 60% prevalence rate across 53 cases, according to a 2022 study on sources of social opposition to wind energy. Other concerns include unfair participation processes and health and safety hazards.<\/p>\n<p>\u201cAccelerating the transition to renewables is absolutely an imperative to address the climate crisis. But it must be done in a just manner &#8211; environmentally and socially,\u201d Dumaliang affirmed.<\/p>\n<p><\/p>\n<p><\/p>\n<h2 class=\"wp-block-heading\">What We Can Do Now<\/h2>\n<p><\/p>\n<p><\/p>\n<p>As nations strive to meet ambitious clean energy targets, the intersection between renewables and conservation has become increasingly apparent. The friction between these two impact areas calls for a nuanced approach to development, both locally and globally.<\/p>\n<p><\/p>\n<p><\/p>\n<p>\u201cWe should find ways to amplify our impact across multiple goals &#8211; not negate one over another,\u201d Dumaliang said.<\/p>\n<p><\/p>\n<p><\/p>\n<p>This is where just energy transition comes in. JET aims to ensure that clean energy projects would also reduce economic inequalities, uphold social justice, and safeguard ecosystems and biodiversity.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Algo added, \u201cFor any energy transition project, we must always ask not only if it is impactful, but also if it is just.\u201d<\/p>\n<p><\/p>\n<p><\/p>\n<p>Energy developers are advised to avoid environmentally significant areas such as protected areas, World Heritage sites, and Key Biodiversity Areas, according to <a href=\"https:\/\/portals.iucn.org\/library\/sites\/library\/files\/documents\/2021-004-En.pdf\">guidelines released<\/a> by the International Union for Conservation of Nature and The Biodiversity Consultancy.\u00a0<\/p>\n<p><\/p>\n<p><\/p>\n<p>The US Environmental Protection Agency, for instance, takes this advise to a new level. Their <a title=\"\" href=\"https:\/\/www.epa.gov\/sites\/default\/files\/2015-04\/documents\/handbook_siting_repowering_projects.pdf\">RE-Powering Initiative<\/a> restores potentially contaminated sites such as abandoned mines and landfills for clean energy generation, granted it aligns with the community\u2019s vision for the site.\u00a0<\/p>\n<p><\/p>\n<p><\/p>\n<p>Public consultation and empowerment is key, Dumaliang states.<\/p>\n<p><\/p>\n<p><\/p>\n<p>In a new C-suite guide and whitepaper, the World Economic Forum <a href=\"https:\/\/www3.weforum.org\/docs\/WEF_Using_a_People_positive_Approach_to_Accelerate_the_Scale_up_of_Clean_Power_2023.pdf\">endorses a &#8220;people-positive&#8221; approach<\/a> to accelerate the scale-up of clean energy.\u00a0 The guide places community engagement at the forefront of the decision-making process, ensuring that local communities and defenders are not merely consulted, but actively involved in the planning and implementation phases of energy projects.<\/p>\n<p><\/p>\n<p><\/p>\n<p>As an example, Dumaliang suggests, \u201cThe application stage for renewable energy projects can be made more transparent.
